The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Chief Commissary Steward Milton Wilcoxen, United States Navy, for heroic conduct while serving aboard a United States Submarine during war patrols in enemy controlled waters during World War II. In numerous engagements with hostile surface units in the North Pacific area, Chief Commissary Steward Wilcoxen carried out his duties as a member of the ammunition crew in the face of grave danger, and contributed materially to the damaging of much enemy shipping.
