    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Thomas B. Stafford, United States Navy, for heroic conduct while serving aboard a United States Submarine during a war patrol in enemy controlled waters during World War II. While serving as Officer of the Deck in a submarine during two night attacks, Lieutenant Stafford took such skillful action in maneuvering his ship that she was able to approach and attack the enemy without delay.

    (Citation Needed) – SYNOPSIS: Lieutenant Thomas B. Stafford, United States Navy, was awarded the Silver Star for gallantry in action as Torpedo Data Computer Operator of the U.S.S. RAY (SS-271), during the FOURTH War Patrol of that Submarine in enemy controlled waters from 23 April 1944 to 14 June 1944. Lieutenant rendered valuable assistance to his Commanding Officer resulting in the sinking of six enemy ships, including one warship, totaling 42,500 tons. His conduct throughout was an inspiration to the officers and men in his ship, and was in keeping with the highest traditions of the United States Naval Service.
