The President of the United States of America takes pleasure in presenting the Legion of Merit to Chief Ship’s Clerk John A. McGinnis, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. As the only assistant to the Assistant Naval AttachŽ stationed in north Russia, Chief McGinnis aided in establishing this post and was distinctly successful in assisting crews of merchant vessels and survivors of ships lost en route to Russian ports.
