    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Richard C. Webb, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. After outfitting and commissioning a group of new-type ships, he developed a doctrine for their use and trained the officers and men assigned to them. He and his men took part in the occupation of the Western Aleutians, Territory of Alaska, and contributed in large measure to the success of our operations.
