The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Thomas U. Sisson, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. As Aviation Officer on the staff of Commander-in-Chief, Atlantic Fleet, Commander Sisson aided materially in the development of successful carrier escort operations and tactics, and in the development, strategic disposition and tactical employment of the Atlantic Fleet air force.
