    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Oswald S. Colclough, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II as Commander of submarines operating in the North Pacific, and later as Chief of Staff to the Commander, North Pacific Force. Captain Colclough led forces which inflicted serious damage on the enemy. He helped plan and execute the occupation of the Western Aleutians.
