The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Charles Lee Andrews, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States on 19 May 1943. During a night raid by hostile bombing planes on the Harbor of Oran, Algeria, causing explosion aboard a bombed merchant vessel loaded with gasoline, Captain Andrews boarded the flaming ship and assisted in towing her from the harbor.
