The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Louis M. Richardson, United States Navy, for heroic conduct while serving aboard a United States Submarine during a war patrol in enemy controlled waters during World War II. While serving as Chief of the Boat and Watch Officer aboard a submarine, Lieutenant Richardson’s thorough knowledge and excellent performance of duty was of considerable assistance to his Commanding Officer in the sinking and damaging of a hostile tanker, as well as a large amount of other enemy craft.
