    The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Seaman Second Class Carl Welby Tinsman (NSN: 6034459), United States Navy, for conspicuous gallantry and intrepidity in action as a member of the boarding party from the U.S.S. EBERLE (DD-430), on 10 March 1943, when he endeavored to board an intercepted Blockade Runner in the face of grave danger from fire and the explosions of demolition charges. In this action he lost his life when an explosion occurred as he was preparing to climb the ladder leading to the deck of the Blockade Runner. The bravery and intrepidity displayed by Seaman Second Class Tinsman in the action described were in keeping with the highest traditions of the United States Naval Service.
