    The President of the United States of America takes pleasure in presenting the Silver Star to Chief Radioman Ralph N. Shaver, United States Navy, for gallantry in action while serving aboard a United States Submarine during war patrols in enemy-controlled waters during World War II. As a crewman on a submarine during three extensive war patrols, Chief Radioman Shaver efficiently performed his duties and assisted in destroying a large amount of enemy shipping. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.

Chief Shaver’s contributed materially to the sinking of more than 30,000 tons of enemy shipping.
