The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Lawrence V. Julien, United States Navy, for gallantry in action while serving aboard a United States Submarine during a war patrol in enemy-controlled waters in World War II. In a period of successful operations, Lieutenant Commander Julien, as Assistant Approach Officer of a Submarine, analyzed the torpedo problem while his ship was engaged in numerous actions against enemy shipping. His outstanding ability and accuracy in these operations contributed directly to the sinking of nine enemy vessels. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
