    The President of the United States of America takes pleasure in presenting the Legion of Merit to Seaman Second Class Norbert Morneau, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during the assault on and occupation of French Morocco, 8 – 11 November 1942. When members of his transport, landing northeast of Fedala, French Morocco, were attacked by hostile planes and ground forces and cut off from other landing groups, Seaman Second Class Morneau and four companions volunteered to contact our forces at Fedala and obtain assistance. Penetrating the hostile lines, he and his party returned to the beach, only to discover that the beleaguered group had been captured. In attempting to rejoin their ship, Seaman Second Class Morneau and his shipmates were themselves captured after a highly spirited engagement.
