The President of the United States of America takes pleasure in presenting the Legion of Merit to Seaman Second Class Raymond J. Toth, United States Navy, for meritorious performance of duty. Seaman Second Class Toth was serving on PC-487 which, while escorting two ships in the Aleutians, in low visibility, made contact with an enemy submarine. Seaman Second Class Toth, despite limited experience, reported the original sound contact and continued to track the enemy submarine so that the PC could be maneuvered quickly and accurately for the attack. Then, as a result of depth charging, twice ramming, and being fired upon by the PC, the enemy submarine was destroyed. Seaman Second Class Toth, by his outstanding performance of duty, despite his relatively short experience, contributed greatly to the destruction of the submarine. His conduct was at all times in keeping with the highest traditions of the United States Naval Service.
