The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Lowell L. Davis, United States Navy, for extraordinary achievement while participating in aerial flight during World War II. While on a patrol flight, Lieutenant Davis sighted a surfaced submarine at a considerable distance. Taking advantage of clouds to conceal his approach, he brought his plane down and accurately dropped a large depth charge, while his gunners countered the anti-aircraft fire of the U-Boat. Following the explosion the submarine disappeared beneath the surface, leaving several men floundering amid the oil and debris on the surface – convincing evidence of the probable destruction of the vessel.
