    The President of the United States of America takes pleasure in presenting the Legion of Merit to Seaman First Class Joseph P. F. Hartney, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States after the U.S.S. JUNEAU (CL-52) was sunk some distance from San Cristobal Island, 13 November 1942. Seaman First Class Hartney swam a considerable distance through shark-infested waters to obtain a life raft dropped by a plane. He then set out with two comrades, including a seriously wounded officer, to obtain medical attention and expedite the rescue of shipmates left behind. Although both his companions were irrational at times and could give little assistance, Seaman First Class Hartney took his flimsy craft through terrific storms and hazardous coral reefs without food or water for seven days until he finally brought them to an island and subsequent safety.
