The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Torpedoman’s Mate First Class James H. Howard, United States Navy, for heroic conduct while serving aboard a United States Submarine during three war patrols in enemy-controlled water during World War II. By his heroic conduct Torpedoman’s Mate First Class Howard contributed materially to the destruction of an important amount of Japanese shipping.
