    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Commander Paul Foley, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in 1942. In addition to leading his Patrol Plane Squadron on two hazardous night flights against the enemy in the Aleutian Islands, Lieutenant Commander Foley carried out a complicated schedule of flights supporting the movements of surface forces. His heroic example inspired his group of fatigued and flight-worn pilots to renewed efforts.
