Laycock, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States for outstanding work in organizing and equipping the Navy’s Construction Battalions during World War II. Captain Perry, as Director of Administration and Personnel in the Bureau of Yards and Docks, organized the Seabees.
