(Citation Needed) – SYNOPSIS: Captain (CEC) John Noble Laycock, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States for outstanding work in organizing and equipping the Navy’s Construction Battalions during World War II. Captain Laycock developed much of the equipment used at advance bases.
