The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Pharmacist’s Mate Third Class Harold S. Decker, United States Navy, for heroic conduct during the occupation of French Morocco on 8 to 11 November 1942. When an Army officer and a seaman were caught in the surf near Medhia, Pharmacist’s Mate Third Class Decker boarded a landing boat and carried a line toward the two struggling men. As the fury of the breakers made it dangerous to approach the men with the boat, he jumped overboard with a life preserver and held them up until they could be taken to the beach.
