The President of the United States of America takes pleasure in presenting the Silver Star to Coxswain Albert P. Harvey, United States Navy, for gallantry in action while serving aboard the U.S.S. VINCENNES (CA-44), in action on 9 August 1942. When his vessel finally had been put out of action by enemy bombardment and he was preparing to abandon ship. Coxswain Harvey heard an urgent cry from an overhead machine gun platform. He climbed to the boat deck above and there, in the midst of raging flames and exploding ammunition, located an injured shipmate, unable to move. Lifting the helpless man to his shoulders, he carried him below and lowered him to a life raft over the side. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
