    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Robert H. Higley (NSN: 0-98687), United States Navy, for extraordinary achievement while participating in aerial flight during an attack on Japanese surface forces at Rabaul on 11 November 1943. Separated from the other planes of his squadron, Lieutenant Higley valiantly pressed home his attack against a heavy warship despite violent fighter opposition and severe anti-aircraft fire from shore batteries and combatant vessels.

    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Robert H. Higley, United States Navy, for gallantry in action from 8 to 11 November 1942. As a Pilot of a Scouting Squadron during the occupation of French Morocco, Lieutenant Higley participated in numerous flight missions, raided heavy gun emplacements, and dive-bombed a hostile battleship. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
