The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Edmund Tyler Wooldridge, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States during World War II. As Operations Officer and later as Chief of Staff of a task force in the Atlantic, Captain Wooldridge prepared and supervised the operational plans for protecting shipping. He assisted greatly in the development of tactics and techniques with which to combat the submarine menace, thereby contributing materially to the steady decline in ship losses.

As Assistant Operations Officer and later as Operations Officer, Staff, Commander Support Force of a Task Force, United States Atlantic Fleet, Captain Wooldridge by his detailed preparations of training plans made important contributions to the escort-of-convoy instructions and to effective anti-submarine tactics.
