The President of the United States of America takes pleasure in presenting the Silver Star to Chief Boatswain’s Mate James Mann, United States Navy, for gallantry in action in the Solomon Islands area on 13 November 1942. Injured at his battle station shortly after the beginning of an engagement with Japanese forces, Chief Boatswain’s Mate Mann, in the face of acute pain and waning strength, continued to direct fire-fighting parties and other damage control activities. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
