    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Paul Ralph Heineman, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. As Command of an escort unit in the North Atlantic, Captain Heineman displayed brilliant initiative in handling the increasing submarine menace, and effectively frustrated enemy attacks on several occasions. Ships of his unit are credited with important sinkings and probable severe damage to Nazi submarines.

    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Paul Ralph Heineman, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. By the skillful conduct of his convoys and escorts, Captain Heineman, Commander of escort units with North Atlantic convoys, was able to detect the presence of submarines before they could concentrate for attack. He thwarted further attempts to launch an attack and completed his mission with damage to his convoy.
