The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Ralph Waldo Hungerford, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of escort units with the North Atlantic convoys during World War II. Captain Hungerford succeeded in out-maneuvering and eluding enemy submarines which were in favorable position to concentrate and attack.
