(Citation Needed) – SYNOPSIS: Ensign Fred D. Hoover, United States Navy, was awarded a Gold Star in lieu of a Second Award of the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving as Pilot of a Torpedo Bomber in Torpedo Squadron TWO (VT-2), embarked in U.S.S. HORNET (CV-8), in action against the Japanese in the vicinity of the Philippine Islands, during World War II.

    The President of the United States of America takes pleasure in presenting the Silver Star to Ensign Fred D. Hoover, United States Navy, for gallantry in action while serving as Pilot of a Torpedo Bomber in Torpedo Squadron TWO (VT-2), embarked in U.S.S. HORNET (CV-8) during action against Japanese forces near Santa Cruz Islands, 26 October 1942. Ensign Hoover pressed home a determined and vigorous bombing attack on a Japanese heavy cruiser in the face of extremely heavy anti-aircraft fire. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
