    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Milton R. Dahl, United States Navy, for heroism and extraordinary achievement as Commander of a Patrol Plane in bombing raids on Japanese shipping in Kiska Harbor, Territory of Alaska, in June 1942. Forced by low ceiling to fly through clouds in order to carry out his attack missions against Japanese ships in Kiska Harbor, he delivered his dive-bombing and strafing attacks and made his pull-out in the clear at a low altitude. Subjected o heavy anti-aircraft fire from enemy ship and shore batteries during these low altitude attacks, his plane was pierced by shrapnel and lighter caliber projectiles. His loyal devotion to duty and his complete disregard for his own safety in accomplishing an important mission were in keeping with the highest traditions of the United States Naval Service.
