The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant, Junior Grade Jack F. Litsey, United States Navy, for heroism and extraordinary achievement while participating in aerial flight for continuing on his objective of photographing a large Japanese vessel in Kiska Harbor, Territory of Alaska, in June 1942. Although attacked by a numerically superior enemy fighter force while attempting to obtain a photograph of a large Japanese vessel in Kiska Harbor, he dauntlessly continued toward his objective while enemy fire riddled his plane with sixty-five bullet holes, completely disabled on engine and mortally wounded two of the crew. His superb airmanship and unyielding determination enabled him to bring his crippled plane back to its base. His utter disregard for his own safety and his devotion to the accomplishment of his mission were in keeping with the highest traditions of the United States Naval Service.
