    The President of the United States of America takes pleasure in presenting the Air Medal (Third Strike/Flight Award) to Aviation Electronics Technician Second Class Hal J. Orr, United States Navy, for meritorious achievement in aerial flight as a crewmember flying in fixed wing aircraft in Fleet Air Reconnaissance Squadron ONE engaged in combat operations in Southeast Asia from 26 December 1969 to 1 April 1970. In the successful completion of 250 hours in direct combat support missions against the enemy in an active combat area he contributed materially to the success of the United States efforts in Southeast Asia. His devotion to duty in the face of the enemy under hazardous flying conditions was in keeping with the highest traditions of the United States Naval Service.
