Lloyd Chalker was commissioned after graduating from the School of Instruction of the Revenue Cutter Service, precursor to the U.S. Coast Guard Academy, in 1906. He served from 1941 to 1946 as the 3d Assistant Commandant of the United States Coast Guard and was promoted to Vice Admiral upon his retirement in 1946.

    The President of the United States of America takes pleasure in presenting Legion of Merit to Rear Admiral Lloyd Toulmin Chalker, United States Coast Guard, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Commandant of the Coast Guard from January 1942 – October 1945. As key advisor to the Commandant, he rendered invaluable assistance in meeting his unprecedented responsibilities incident to the rapid expansion and development of the Coast Guard as a potent fighting force. He has given immediate direction to the activities of Coast Guard headquarters, maintaining it is a high state of efficiency and assuming leadership in the formulation of major policies has successful coordinated the activities of the Coast Guard districts. His ability as an organizer and administrator reflects much credit and was responsible in a large measure for the success of the wartime program of the Coast Guard.
