Carter, United States Coast Guard, was awarded the Navy and Marine Corps Medal for heroic conduct as Officer-in-Charge of a fire fighting crew aboard the S.S. GULFBELLE on 21 October 1943, after it collision with the S.S. GULFLAND off Palm Beach, Florida. Fully realizing the extreme peril from unexploded ammunition and high octane gasoline stored in the blazing ship he courageously boarded the tanker with his men and skillfully directed firefighting operations.
