(Citation Needed) – SYNOPSIS: Lieutenant, Junior Grade Richard V. McPhail, United States Coast Guard, was awarded the Navy and Marine Corps Medal for heroism as Commanding Officer of U.S.C.G.C. 16 engaged in rescue operation during the assault on the coast of France 6 June 1944. Lieutenant, Junior Grade, McPhail brought his rescue craft alongside a sinking landing craft tank which was loaded with ammunition and burning to effect the rescue of incapacitated survivors. He left the side of the craft, but unhesitatingly and mindful that the vessel might explode at any minute, put about and again came alongside when informed that another man with two broken legs was believed to be still aboard as the LST sank from sight.
