The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Jules M. Busker, United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flight during World War II. Lieutenant, Junior Grade, Busker, in the course of arduous and dangerous night patrols in the Bismarck Sea, sank a large enemy tanker and a medium freighter transport, strafed and ran aground a small tanker and most probably hit and heavily damaged or destroyed another. He evidenced on these occasions great fortitude, professional skill, and determination to seek out the enemy and destroy him, and his actions were in keeping with the highest traditions of the United States Naval Service.
