    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit (Army Award) to Lieutenant Commander Charles C. Busenkell (NSN: 0-116706), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of the Electronics Section, Special Projects Office, Office of Strategic Serviced, from October 1944 to October 1945. Through his unusual scientific and technical ability Lieutenant Commander Busenkell was able, in the embryonic stage of a project, to recommend the procurement of new and improved equipment, which together with his tireless efforts in the solution of many difficult problems, gave new life and impetus to the entire project.
