The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Commander John S. Burrows (NSN: 0-74556), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of a United States Destroyer in the vicinity of Iwo Jima during the night of 21 and 22 February 1945. When directed to rescue survivors from a sinking Escort Carrier, he carried out his mission with speed and dispatch, handling his ship in a rough sea and under adverse conditions in such a manner that 378 survivors were brought aboard in a period of two hours. His seamanship and prompt, efficient response of his ship resulted in the saving of many lives which otherwise would have been lost. His coolness and performance of duty were at all times in keeping with the highest traditions of the United States Naval Service. (Lieutenant Commander Burrows is authorized to wear the Combat “V”.)
