The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman Second Class Leo Donald Burr (NSN: 3777667), United States Naval Reserve, for heroism on the U.S.S. THATCHER (DD-514) on 26 May 1944, when an exploding shell set on fire the ready service ammunition at a heavy machine gun station. Under conditions of great personal danger from the burning and exploding ammunition and with complete disregard for his own safety he proceeded voluntarily, courageously, and with despatch to assist in the removal of two wounded men from the scene. Having placed these men in a place of safety he returned to the scene and assisted in the disposal overboard of the remaining heated ammunition. His action prevented further injury to the wounded men and possible further damage to the ship from the burning ammunition. His conduct was outstanding and was in keeping with the highest traditions of the United States Naval Service.
