    The President of the United States of America takes pride in presenting the Silver Star (Posthumously) to Lieutenant, Junior Grade Howard R. Burnett (NSN: 104595), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy during the Battle of Santa Cruz on 26 October 1942. Taking off from the deck of the U.S.S. ENTERPRISE (CV-6), he led an offensive search flight to the position of an enemy task force consisting of capital ships and screening vessels. After sending contact reports, he delivered a successful attack in the face of heavy anti-aircraft fire on an enemy heavy cruiser. He then flew his damaged plane to the area of our vessels and observed the U.S.S. HORNET under attack by enemy aircraft, and proceeded to attack and destroy an enemy airplane that was jeopardizing our forces. His cool courage and aggressive spirit without thought for his personal safety were in keeping with the highest traditions of the United States Naval Service.
