    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Frank Peter Burman (NSN: 0-278144), United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flights against enemy aircraft while piloting a carrier-based Fighter Aircraft on 9 and 12 September 1944 when he made repeated strafing runs on airfields in the Philippine Islands. On 21 September 1944, when he helped to break up a coordinated attack on the strike of which he was a member, he personally shot down one enemy aircraft. On 12 October 1944 in the Pescadores, he destroyed seven enemy aircraft on the ground. Then on 14 October, he went to the assistance of a friendly aircraft that was being attacked by a superior number of enemy fighters and drove them from its tail, probably shooting down one and dispersing the others. Although seriously wounded he flew his damaged aircraft back to his carrier and landed it safely aboard. His courage and skill were at all times in keeping with the highest traditions of the United States Naval Service.
