The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Chief Photographer’s Mate Fred Robert Burkhardt (NSN: 3783525), United States Naval Reserve, for extraordinary achievement while participating in aerial flights as a photographer and rear seat gunner in a carrier-based bomber type aircraft over the Palau Islands and the Philippine Islands between the dates of 26 July 1944 and 9 September 1944. His photography of both of these groups of Islands was outstanding from a standpoint of both new intelligence and damage assessment, and in addition he materially assisted the pilot in inflicting much damage upon the enemy. His coolness, skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
