    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Arthur L. Bureau, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Torpedo Observing Officer in the Ordnance Department, U.S. Naval Air Station, San Diego, California, in connection with the collection of performance data on aerial torpedoes fired during the training of combat pilots in this area; and in connection with testing, manufacturing and alteration of shroud rings and igniters for aircraft torpedoes. Through his zeal and initiative the most efficient of the shroud rings developed by the Research Committee, California Institute of Technology, was selected and later approved by the Bureau of Ordnance for service use. Lieutenant Bureau was responsible for the development of the MK. 6 Mod 3 igniter which improved the high speed, high altitude performance of the MK. 13 torpedo. He proposed the method finally adopted for securing the stabilizer to the shroud ring and was very active in the work leading up to the final method of securing the water-trip to prevent hot shots in the air. With the aid and assistance of the personnel of the Torpedo Shop, Naval Air Station, San Diego, these alterations were speedily accomplished and proved, thus permitting the expeditious shipping of this weapon direct to combat areas in time to be successfully used against the enemy; this action being in accordance with the best traditions of the United States Naval Service.
