The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Ralph Hadley Bullard (NSN: 0-207041), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. As the Director’s Technical Aide for Chemistry at the Naval Research Laboratory during World War II from 26 September 1942 to the end of hostilities. By rare organizing ability and great personal magnetism and leadership, he forced to early successful completion many important research problems, particularly in Chemical Warfare which were of considerable benefit to the Navy and to the United States. By recognized professional ability and unusual force, enthusiasm and initiative he exercised immeasurable influence over many research and development problems of the utmost urgency and important in the war.
