The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Carl E. Bull, United States Naval Reserve, for conspicuous gallantry and intrepidity in action in April and May 1945, as the Commanding Officer of a United States Destroyer-Escort during the assault on Okinawa. Demonstrating outstanding seamanship and courage, he fought his ship in a skillful manner despite determined and numerous enemy air attacks. After his ship was maneuver ed on station and although suffering from minor damage, he voluntarily remained in an isolated and exposed area as a support unit until all hostile aircraft had been dispersed. His determination and initiative contributed immeasurably to the success of the screening operation. His courage and conduct throughout were in keeping with the highest traditions of the United States Naval Service.
