The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman First Class Wallace K. Bulgrin (NSN: 4107058), United States Naval Reserve, for meritorious conduct and outstanding performance of duty on 15 September 1942 while operating a motor-whale boat during rescue operations alongside the U.S.S. WASP (CV-7). Despite explosions, fiercely burning oil fires and falling debris, he courageously assisted in cutting loose and saving several men who had become entangled in lines used for abandoning ship. His outstanding ability and resource in time of peril were in keeping with the highest traditions of the United States Naval Service.
