    The President of the United States of America takes pleasure in presenting the Coast Guard Medal to Electronics Technician Second Class William B. Carr, United States Coast Guard, for heroism on the afternoon of 13 August 1976 while engaged in the perilous rescue of two people from drowning in the Atlantic Ocean at Hatteras Inlet, North Carolina. While on a beach outing with his family near the Hatteras Inlet Coast Guard Station, Petty Officer Carr observed a man and a woman being swept beyond the breakers and into a strong rip-tide. Petty Officer Carr immediately proceeded to the Coast Guard Station to report the incident and obtain assistance. Returning to the beach, he took his surfboard, entered the water, and paddled out through the treacherous surf and current. Reaching the woman, Petty Officer Carr helped her onto the surfboard, returned to shore, and began to administer first aid as the woman was suffering form exhaustion and shock. As another Coast Guardsman brought the man safely to shore, Petty Officer Carr assisted in administering first aid to the hapless victim until the arrival of a Coast Guard Amphibian which took them to the Hatteras Inlet Medical Center. Petty Officer Carr demonstrated remarkable initiative, exceptional fortitude, and daring in spite of imminent personal danger in this rescue. His unselfish actions, courage, and unwavering devotion to duty reflect the highest credit upon himself and the United States Coast Guard.
