The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Philip M. Budinger (NSN: 0-337542), United States Naval Reserve, for conspicuous gallantry and intrepidity in action while serving as pilot of a carrier-based fighter aircraft in the strike on enemy warships and naval installations in the Japanese Inland Sea on 19 March 1945. He skillfully and courageously piloted his aircraft trough heavy anti-aircraft fire in a strafing and rocket projectile attack on an enemy aircraft carrier. His aggressiveness and accuracy contributed materially to the damaging of the ship. His courage, determination and devotion to duty in the execution of this mission were at all times in keeping with the highest traditions of the United States Naval Service.
