The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Armor) Walter Edward Downs (ASN: 0-432403), United States Army, for gallantry in action while serving with Company A, 1st Battalion, 13th Armored Infantry Regiment, 1st Armored Division, in action against the enemy in North Africa on 8 and 9 November 1942. While leading an advanced guard of a flying column sent out by his armored regiment as part of a tank task force operating in that area during the American invasion of North Africa, Lieutenant Downs encountered and boldly led his platoon against enemy artillery positions, effectively reducing them but loosing three of his own tanks in the operation. By working all night with the assistance of the regimental maintenance section, Lieutenant Downs repaired two tanks and on 9 November was again ready to participate in the attack on Misserghin, Algeria. Int his action he repeatedly displayed qualities of leadership and courage and held on tenaciously until withdrawn. Finally, when units of his task force were united at La Senta Airport, Lieutenant Downs joined his company for the assault and capture of Oran, displaying the same qualities of leadership and courage which had inspired his men throughout the operation. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
