While leading an advanced guard of a flying column sent out by his armored regiment as part of a tank task force operating in that area during the American invasion of North Africa, Lieutenant Downs encountered and boldly led his platoon against enemy artillery positions, effectively reducing them but loosing three of his own tanks in the operation. By working all night with the assistance of the regimental maintenance section, Lieutenant Downs repaired two tanks and on 9 November was again ready to participate in the attack on Misserghin, Algeria. Int his action he repeatedly displayed qualities of leadership and courage and held on tenaciously until withdrawn. Finally, when units of his task force were united at La Senta Airport, Lieutenant Downs joined his company for the assault and capture of Oran, displaying the same qualities of leadership and courage which had inspired his men throughout the operation. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.

Headquarters, FIFTH U.S. Army, General Orders No. 102 (December 9, 1943)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Armor) Walter Edward Downs (ASN: 0-432403), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company A, 1st Battalion, 13th Armored Regiment, 13th Armored Division, in action against enemy forces in in Tunisia, on 22 April 1943, at Djebel Kretarech, Tunisia. While First Lieutenant Downs was leading his tank company in an attack against strongly defended enemy positions, his tank was set afire. He was severely burned about the face and body. With complete disregard for his own welfare, he administered first aid to his wounded crew members, then reorganized his company. He rote on the outside of the tank, letting the more seriously injured ride inside. He stuck to his post and, though seriously burned, defended his area for five hours, personally directing artillery fire, and was the last to leave the area. He was struck by a shell and knocked from the tank, suffering additional shrapnel wounds. He made his way on foot back to his unit and refused to be evacuated until he had reported to his commander. The extraordinary heroism, perseverance, outstanding leadership and complete disregard for his own welfare displayed by First Lieutenant Downs merits recognition as an outstanding example of devotion to duty and is deserving of highest praise. First Lieutenant Downs’ intrepid actions exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
