    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Commander (CEC) William G. Bryne, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the ONE HUNDRED TWENTY-FIRST U.S. Naval Construction Battalion attached to the FOURTH Marine Division and shore party Commander for Combat Team TWENTY-THREE during the assault on Saipan from 15 June to 24 July 1944. Despite constant enemy mortar and artillery fire until D plus 3 day, he directed the unloading of equipment and supplies, establishing dumps and receiving large numbers of prisoners. He then moved his battalion to Aslito Airfield, where, despite enemy action, damaged planes were repaired and rehabilitated, enabling them to operate on D plus 4 day. Subsequently he led his battalion and accomplished a similar mission on Tinian Island where Ushi Point Airfield was made operable under his direction on 28 July. His performance of duty was outstanding and contributed materially to the success of the Saipan and Tinian Operations. His conduct was at all times in keeping with the highest traditions of the United States Naval Service. (Lieutenant Commander Bryne is authorized to wear the Combat “V”.)
