The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to First Lieutenant (Infantry) James Garnett Downer (ASN: 0-349447), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company E, 2d Battalion, 126th Infantry Regiment, 32d Infantry Division, in action against enemy forces near Buna, New Guinea, on 9 December 1942, during Papuan Campaign. On that date Lieutenant Downer led a patrol of five men in an attempt to capture an enemy machine gun emplacement which was holding up the Allied advance. Several previous attempts to take the position had resulted in heavy casualties. Fully aware of the great danger, Lieutenant Downer preceded his patrol, covering its advance, and through his courageous example inspired a renewed attack against the strong position. He was killed by an enemy sniper during this action. First Lieutenant Downer’s extraordinary heroism, personal bravery and zealous devotion to duty at the cost of his life, exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 32d Infantry Division, and the United States Army.
