The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Henry Frederick Bruns, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Superintending Civil Engineer Area VI (California, Utah, Nevada, Arizona, New Mexico, and part of Texas) from 17 April 1942 to 13 August 1945. As direct representative of the Chief of the Bureau of Yards and Docks in that area, his was a duty of great responsibility, requiring mature judgment and constant personal contact with the high command echelons of the various naval activities in the area, and the utmost of tact, foresight and understanding. Admiral Bruns discharged these duties in an outstanding manner, well above and beyond the high standard normally to be expected and under the most difficult and adverse circumstances, during a period of unprecedented expansion of the Naval Shore Establishment. He was unwavering in his zeal and devotion to duty, unsparing of his strength and energy and by his personal efforts contributed in large measure to the early usable completion of a large and important construction program of Naval and Civil Works facilities, urgently needed for use against the enemy.
